quasi-emergency measures
まん延防止等重点措置 を英語ではこの様に表現するようです。quasi-には、準~、~に準じるという意味があります。
emergency measuresは、そのまま訳せば緊急の措置ですが、『緊急事態宣言』が’state of emergency’なので、緊急事態宣言に準ずる措置=まん延防止等重点措置を意味することになるようです。
英語の表現については、いくつかのパターンがあるようで、
semi-state of emergency coronavirus measures
pre-emergency measures
といった表現が使われている場合もあるようですが、私が見た朝日新聞の英語版とNikkei Asiaでは、quasi-emergency measuresが使われていました。
